In 1989, Alexey Miller earned a Ph.D. in Economics from the Voznesensky Leningrad Finance and Economics Institute. Miller began his career as an engineer-economist at the Leningrad research institute of civil construction’LenNIIProek’s general planning division.
Alexey Miller was on the Saint Petersburg Mayor’s Office’s Committee for External Relations from 1991 until 1996, under future Russian President Vladimir Putin. He served as Director for Development and Investments of the Port of Saint Petersburg from 1996 to 1999 and then briefly as Director-General of the Baltic Pipeline System from 1999 to 2000.
