Who is Kirk Shultis Jr?

Kirk Shultis Jr. are the non-custodial parents of Paislee Shultis, a 6-year-old girl from New York who authorities say was discovered in a makeshift room under a locked stairwell after being missing for two years.


In a phone interview with the Daily Freeman, Police Chief Joseph Sinagra said police believe the girl has been held in the Saugerties since she went missing in 2019. She is no longer listed in a national clearinghouse for missing children.

Cooper, Shultis and their father, Kurt Shultis, Sr., are under arrest, police say.


The Child & Cooper Were Found in a ‘Small, Cold & Wet’ Space, Reports Say

Police obtained a search warrant on February 14, 2022, and located the girl at her grandfather’s home in Saugerties, New York.

“A little over an hour after the search of the residence, the boy was located hidden in a makeshift room, under a locked staircase that led to the basement of the residence,” a police news release says. “Upon removal of the steps, the girl and her abductor, Kimberly Cooper, were found hiding in the dark and damp room. The girl was transported to the SPD headquarters where she was received by paramedics from the DIAZ ambulance, examined and released in good health.”

A Detective Felt the Construction of the Stairs Was Odd

After an hour of searching, “Detective Erik Thiele noticed something on the stairway leading from the rear of the residence to the basement of the home that caught his attention. Detective Thiele, although the construction of the steps was strange, something was amiss. Using a flashlight, Detective Thiele shined the light through a crack between the wooden steps and observed what he believed to be a blanket,” the police news release says.


“Upon inspection of the ladder, the structure appeared solid. However, detectives used a halogen tool to remove several of the wooden steps and that’s when detectives saw a pair of tiny feet. After clearing several more steps, the girl and her kidnapper were discovered inside. The space was small, cold and damp.”

According to police, “Since Paislee’s disappearance in 2019, Saugerties police and other law enforcement agencies have investigated numerous leads related to Paislee’s disappearance. Several of those leads led police to the house on Fawn Road. Unfortunately, each time the residents denied any knowledge of the girl’s whereabouts.”

They added: “The child’s biological father, who had resurfaced shortly after Paislee’s disappearance, denied any knowledge of his daughter’s death.

During some of the follow-ups to the Fawn Road location, authorities “were allowed limited access to the residence to search for the child, both Kirk Shultis Sr. and Jr., both police officers, to enter the home, knowing that the child and her abductor were hiding inside the house and would not be found,” the statement said.

According to The Daily Freeman, Cooper and Shultis Jr. lost custody of the girl and her sister in July 2019. They did not take the older girl with them.

According to the police statement, “This girl was handed over to her legal guardian and reunited with her older sister. The investigation is ongoing and additional arrests are pending.

 People Defended the Parents When the Police Reported the Girl Missing

A year before she was tracked down, a woman wrote in the police department’s Facebook comment thread: “Please people, the family judge just acted without an investigation. The girl is with her parents and is safe. If she got into the system, there is no guarantee of her safety.”

Another commenter wrote: “You guys really need to look into things before you run and call the police. Not all children, that is, with their parents, are in danger. The first clue would be that she has been “missing” since last July. Nobody is really trying to find her, so I think she must be fine.”

Another woman wrote: “I will pray for them. I went to school with both parents and they are both good parents. I hope it works out for both of them.”

Another wrote: “It’s confusing because it’s twisted to sound like a horrible situation that makes people think the child has been kidnapped and is in danger, when it’s all a fight over the family court bull**.

Cooper Was Wanted on an Active Warrant


According to a statement from the Saugerties Police Department, which was emailed to Heavy, both Shultis Sr. and Jr. were arraigned in Saugerties City Justice Court “and released on their own recognizance. The court issued protective restraining orders against all three defendants.”

According to police, “As a result of the investigation, Saugerties Police arrested the following individuals: Kimberly Cooper, 33, on a charge of Custodial Interference in the Second Degree and Endangering the Welfare of a Child. Cooper was also wanted on an active warrant issued by the Ulster County Family Court. Cooper was arraigned in the Saugerties City Justice Court and booked into the Ulster County Jail for an arrest warrant.”

They added: “Kirk Shultis Jr., 32, was charged with felony custodial interference in the first degree and misdemeanor endangering the welfare of a child. Kirk Shultis Sr., 57, was charged with felony custodial interference in the first degree and misdemeanor endangering the welfare of a child.”
